People materially involved in the original decision are not assigned as appeal decision-makers.
The appeal record preserves the original decision, grounds, evidence, panel review and final appeal outcome.
An appeal may confirm, vary or set aside the original decision, require reassessment, request additional evidence or substitute another authorised decision where the governance framework permits.
